The suspect, known as “Abou Talha,” was arrested in al-Qobbeh neighborhood in the northern city of Tripoli.
A double suicide attack hit on November 12 Beirut’s southern suburb, leaving more than 40 martyrs and 200 injured.
The attack was claimed by the Islamic State.
