Since 2015, the unpaid secret allowances allocated to the State Security apparatus reaches LBP 2 billion, as these amounts are believed to be retained at the Finance Ministry despite being reserved and transferred to be spent.
Well-informed sources said that all the financial transactions related to the State Security apparatus do not pass through the Finance Ministry, except hospitalization and tuition fees.
