REPORT: Constitutional insight into quorum of electoral session

Should the statement of Speaker Nabih Berri remains effective, one session to elect a president will be held on Monday October 31st with a quorum of two-thirds or 86 deputies where the winner must collect 65 votes.

This statement was made two and a half years ago, with 45 sessions failing to reach a quorum since then, which raises the question of the constitution and the quorum required to hold the session.
