The Constitution clearly states that a cabinet cannot convene when assuming caretaker duties, but this same constitution does not determine the standard to be followed in distinguishing between caretaker duties and normal duties.
However, the governmental crisis of 1969 that lasted 7 months after the resignation of former PM Rashid Karami, allowed the Shura Council to be more specific in defining the caretaker duties, dividing them into three categories: regular administrative duties, caretaker duties and caretaker duties in extraordinary conditions.
