The circumstances of the civil war forced the extension of the mandate of the parliamentary committee after the parliament failed to elect new members in accordance with the constitution and the internal system.
In both years of 1976 and 1989, the parliament based its decision on two consultations provided by scholar in constitutional law Dr. Edmond Rabbat.
