What are conditions for use of rubber bullets?

Rubber bullets are commonly used around the world but in specific conditions.

 

However, anti-riot police in Lebanon used this kind of bullets in the past two days more than before.

 

Also, some Lebanese army’s members were provided with these bullets to assist the Internal Security Forces in containing the riots.
