An electoral law based on proportionality means that the country has reached a modern law that guarantees representations for all factions.
Based on proportionality, the electoral tickets will be locked, but not necessarily complete; which means that a voter cannot cross out a candidate’s name or add another. Therefore, a voter elects one of the tickets available.
The tickets would have been previously registered at the Interior Ministry, with the names and photos of the candidates.
The voter casts his vote at the determined constituency by choosing one ticket, on which he will put a mark around his preferred candidate, to be known as the “vote of preference.”
