S. F. is one of the names and it matches the name of one of top Syrian businessmen within the close circle of Syrian President Bashar Assad, according to the Financial Times. His name is also connected to companies loyal to the Syrian regime, according to the Daily Beast.
One of these companies owned by S. F. was Aman Global Holding, which owns several other companies.
The research also revealed that several names included in the decree are also related to Aman Global Holding, such as Kh. Z., whose name matches deputy chairman of said company.
