Change and Reform bloc: loopholes in Shura Council decision
Change and Reform bloc MP Michel Helou said that the bloc’s meeting looked into the decisions taken by the Audit Bureau regarding the murky use of public funds and the culpability of former PM Fouad Siniora.

“The Audit Bureau must inform the Parliament of any decisions taken against the ministers if they are found to have misused public funds.          Following the bloc’s weekly meeting in Rabiyeh, Helou said that the Audit Bureau stipulated that there was, in fact, a misuse of public funds, adding that Siniora is responsible of this, among others.

Helou stressed that the Parliament should take a position on the ministerial issue by auditing Siniora who committed the act when he was finance minister, and transferring him to the supreme council to try heads of state and governments.

Helou said that the Audit Bureau should have informed the Public Prosecution Department for the general prosecutor to take necessary actions against Siniora.

On another note, Helou said that the bloc established a committee to study the opinion of the Shura Council on the wage increase decree to take the appropriate position. He said that “the bloc sees loopholes in this [Shura Council] opinion”, adding that it is a consultative opinion and not legally binding.
