Layyoun: Some are putting a spoke in the wheel of ministers' draft laws

Culture Minister Gaby Layyoun said on Wednesday that some are putting the spoke in the wheel of draft laws submitted by ministers, adding that the cabinet is intended to be paralyzed by failing to approve a budget to authorize its spending.

Layyoun ruled out any repercussions of the difference between President Michel Sleiman and Change and Reform Bloc leader MP Michel Aoun on the cabinet’s performance.

“Sleiman was offered a key opportunity to enroot the presidential prerogatives after the Taif, especially that the president has previously signed the expenditure draft law at a time when discussions aimed at legalizing the 2005 violations. However, what has changed is the desire to protect ministerial posts and [cover for] previous infringements,” Layyoun told Voice of Lebanon.
