Fabius: Syria in civil war
French Foreign Minister Laurent Fabius said Wednesday that France wants to toughen international sanctions on Syria and will discuss that with EU partners. Fabius added that France will propose making Annan’s plan obligatory by using the chapter 7 provision at the UN. He also added that Paris supports Annan’s proposal for a small contact group on Syria. The French FM stated that France encourages the Syrian opposition to prepare the aftermath of the Assad era, describing the current conflict in Syria, as a civil war.         

Regarding the Russian stance, Fabius said that there are indications that Russia is delivering arms to the Assad government. He expressed hope that Mocow would support the chapter 7 resolution on Syria at the UN.

Fabius added that one of the options under consideration at the UN is turning Syria into a no-fly zone.
