In 1996, two years after the scandalous decree was issued, the dissenting voices denouncing the decree did not subside.

Bkerke warned against plans to drown the Lebanese identity with majorities distorting it and overthrowing the demographic balance of Muslim and Christian sectarianism at the expense of the latter.
