REPORT: HRC delegation inspects damage in Arsal in the wake of fierce battles
A Higher Relief Council delegation chaired by Major General Mohammed Kheir headed on Monday to the northeastern border town of Arsal to inspect the damage caused by the fierce clashes that had occurred between the Lebanese military and Islamist gunmen.      

“Our visit aims to inspect the damage on the field and to prepare a plan to assist the residents the soonest possible,” Kheir said.      

"This is a preliminary inspection and within 24 hours, Lebanese Army chief Jean Qahwaji will task a committee with surveying the area," he added.
      
For his part, the governor of Baalbek and Hermel, Bashir Khodr, noted that "Arsal residents were the victim of terrorism".     

“Syrian camps are ticking time bombs and what happened in Arsal should not occur again in any other region across the country,” Khodr said.      

In turn, Arsal mayor Ali al-Hujairi said the latest clashes in the northeastern town were predictable.

“We don't want to engage in a war with anyone; we seek instead to develop the town,” he said, calling on the state to assume its responsibilities towards Arsal.

Clashes erupted in Arsal on Saturday (August 01) when Syrian gunmen deployed across the region after the Lebanese Armed Forces arrested Syrian national Imad Ahmad Jomaa at a checkpoint.

A temporary truce fell apart on August 5 less than three hours after it was established when withdrawing militants targeted Lebanese army posts on the hills surrounding the town of Arsal.

The army had agreed Tuesday evening to a 24-hour humanitarian ceasefire to allow the evacuation of the wounded and support efforts to release kidnapped soldiers held by Islamist militants in Arsal.

The army said 18 soldiers have been killed, with at least 30 other ISF and LAF soldiers missing and 86 injured in the fighting.

Muslim clerics who had been mediating an end to five days of fighting in Arsal said they would negotiate for the release of remaining captives held by militants whose incursion into Lebanon marked the most serious spillover of Syria's three-year-old civil war into Lebanese territory.
