Carter: Egypt's parties want power over military

Former President Jimmy Carter says Egypt's Muslim Brotherhood and other political groups want full authority over all state affairs, including the military budget, despite attempts by the country's ruling generals to retain some power after a transition to civilian rule.

Carter said Friday after meeting with Egypt's military leaders that they appear to want to retain certain privileges for the army.

The military took over after President Hosni Mubarak resigned in the face of popular protests last year. The generals have promised to transfer power to a democratically elected government and president.

The plan has hit road bumps, however, with the military pushing for immunity from prosecution and against budgetary oversight.

A power struggle over the issue is expected.
