A second Russian-Chinese Veto decision at the United Nations Security Council after the first voting which occurred on the 5th of October 2011 blocked all roads on the Arab-Western initiative regarding the Syrian crisis.  

Hilary Clinton tried until the last minute to convince the Russian Foreign Minister Sergei Lavrov in Munich to vote for the decision but ended up revealing “I thought that there might be some ways to bridge, even at this last moment, a few of the concerns that the Russians had. I offered to work in a constructive manner to do so. That has not been possible”.  

On the other hand Lavrov said that U.N. Security Council resolution on Syria was "not hopeless" but must be amended to avoid giving the impression that the world body was taking sides in a civil war.  

Thus Clinton reconfirmed that a military intervention in Syria is completely out of question.  

After a complete diplomatic failure at the UN and amid a bigger military operation in Homs all views are drifted to the unusual visit of the Russian FM and Foreign Intelligence Chief  who will travel to Syria on February 7 to meet with President Assad and find a political solution to the Syrian file.

While Russian experts in Syria backed up by Russian intelligence secret reports are studying all possible steps that Moscow can take, Russia is looking forward to go back to the UNSC carrying new conditions to face diplomatically all Western powers.
