In 1976, Lebanon, among 16 other Mediterranean countries, signed the Barcelona Convention adopted as Regional Seas Program under the United Nations Environment Program’s umbrella.
The main objectives of the program were to assist the Mediterranean countries to assess and control marine pollution, to formulate their national environment policies, to improve the ability of governments to identify better options for alternative patterns of development, and to optimize the choices for allocation of resources.
However, by recently approving a solution plan for the waste crisis prevailing over Lebanon, the Lebanese cabinet would be violating the spirit of the convention under an official cover, by legitimizing the establishment of landfills next to the sea shores.
