A heated debate has erupted during the joint committees meeting between caretaker Energy Minister Cesar Abi Khalil and MP Nawaf al-Mousaawi over the authority allowed to grant licenses for exploration and extraction of onshore oil reserves.
Abi Khalil stresses that such prerogative should be retained by the cabinet, while al-Moussawi says it should be within the powers of the Parliament.
