Since before 2010, calls have been raised on the State to stop renting buildings to house public administrations and facilities.
In April 2010, the cabinet asked then State Minister for Administrative Development Mohammad Fneish to draft a report on the situation of the buildings rented by the public administrations and the cost of their leases, as well as the lands owned by the state and on which the state can build its own buildings and their estimated cost.
Since then and up until the budget law of 2018, the Article 15 included a program to construct buildings for the state in order to eliminate the burden of renting costs, but nothing has changed.
