REPORT: Electoral law issue takes new route all the way to joint committees

As of Monday, the different draft electoral laws will take a new route all the way to the joint parliamentary committees.       

In this regard, the Free Patriotic Movement is adamant on adopting the Orthodox Gathering’s draft law, with the support of its allies. However, the other parties do not consider that hybrid proposals combining both the majoritarian and proportional systems have fallen.         

The joint parliamentary committees will convene for 4 days amid the boycott of the Future Movement.       

In a related context, Future bloc MP Serge Torsarkissian told LBCI that the last meeting held by the parliamentary sub-committee resulted in the victory of the hybrid formula, adding that all draft laws put forth by MPs ensure equal representation for Christians.          

Herein lies the question: Will this deadlock lead to setting the Orthodox Gathering’s proposal up for voting? What to do if the representatives of Sunnis and Druzes boycotted the session?         

Parliamentary sources predict two possibilities: the first one stipulates voting and referring the law to Baabda where it would be appealed by the President “due to its unconstitutionality” and the second stipulates reaching a deadlock and going back to the law in force, i.e. the Doha law.
