REPORT: Which countries will not partake in the Saudi Islamic military alliance?

Saudi Foreign Minister Adel al-Jubeir said on Tuesday (December 15) that an Islamic alliance would be formed to fight terrorism, adding that it will train and equip and provide forces if necessary for the fight against Islamic State militants.

This report will shed light on the states that will not partake in the alliance.
