The Lebanese state has so far failed to impose its authority over the “Roumieh prison emirate,” but instead Islamist detainees of Fatah al-Islam and other groups continue to blackmail the government and control the course of the trials and negotiations. Recently, the security forces reportedly seized explosives in possession of the Islamist inmates, which prevented their presence at their trial.
