REPORT: Will Fouad Boutros’ law solve electoral law dilemma?
The 1960s electoral law remains until now the most probable law upon which parliamentary elections will be held, despite many different proposals including the suggestion to go back the project of former minister Fouad Boutros.     

However, the director of “Statistic Lebanon” Rabih el Habr is cautiously talking about the possibility of ratifying the project of Fouad Boutros especially in light of increasing demands to amend it.  

The project is based on the division of electoral districts into six large districts which would be subject to the electoral law based on proportional representation and lead to the election of 51 MPs as well as smaller districts subject to the majority system and resulting in the election of 77 MPs.     

Habr considered that March 14 might accept this project as long as the majority system gives it more seats and March 8 will accept it if it were amended based on equality between proportional representation and the majority system.
