Obama faces tough sell to get new war powers to fight IS
Congressional officials say the White House is struggling to reconcile demands from Democrats wanting to ban using U.S. ground forces to fight Islamic State militants and from mostly Republicans who want that option left open.

Obama is expected to send Congress his blueprint for updated war powers as early as Tuesday.

Some conservative lawmakers seek broad authority to fight IS with no limits on ground troops or geography. They say banning combat troops or restricting the fight to Iraq and Syria emboldens the militants  effectively telling them they don't have to worry about attacks from U.S. ground forces and that they can seek safety outside those two nations.

Other lawmakers seek more narrowly defined war powers to avoid the chance of America being dragged into another protracted war.
