Armed groups detonate booby-trapped car in Al-Bayyada neighborhood in Homs
An armed terrorist group detonated on Wednesday a booby-trapped car in al-Bayyada neighborhood in Homs, causing the deaths and injuries of a number of civilians and law-enforcement members, SANA reported on Wednesday.     

The state-run news agency also reported that "In Homs, armed terrorist groups targeted with mortar shells al-Baath University in Homs, causing material damages only."

"Earlier, armed terrorist groups also shelled with mortars Homs Refinery setting ablaze two fuel tanks. Firefighters contained and extinguished the fire," SANA added.  

The authorities in the governorate are pursuing and clashing with these groups.    
 
Russia’s Prime Minister Vladimir Putin said on Wednesday there was a growing "cult of violence" in the world and that Russia must not allow others to interfere in its affairs.             

In turn, French Foreign Minister Alain Juppe said on Wednesday that the promises made to Russia by Syria's President Bashar al-Assad to implement reforms and end the 11-month crackdown are a "manipulation".      

"It is a manipulation and we are not going to fall for it," Juppe told France Info radio when asked if he believed if Assad was being sincere.        

Turkey's Prime Minister Tayyip Erdogan will discuss the situation in Syria in a phone call with Russia's President Dmitry Medvedev later on Wednesday, Turkey's Foreign Minister Ahmet Davutoglu told broadcaster NTV in an interview.      

Erdogan said on Tuesday his country was preparing a new initiative with those countries who oppose the Syrian government and described China's and Russia's veto of a U.N. resolution on Syria a "fiasco".
