REPORT: What does a preferential vote mean?
In the electoral law, each voter must vote for one of the competing lists and must cast one preferential vote for one of his/her preferred candidates from the same list that he/she had already voted for.
 
The voter must give his/her preferential vote for the candidate of the district that the voter hails from if the list is formed of several districts.
