Prime Minister-designate Saad Hariri has based his formation process based on the rule of one minister for every four deputies, but this rule is not being firmly implemented, according to a source close to the formation negotiations.
However, this rule has to take into consideration the standard of distributing the shares on sects and the political weight of the political components.
