Practically nothing new regarding stances on the transportation allowance decree; the labor minister has not signed it and the prime minister refuses to convene sessions until he signs it. As for the proposed solutions that suggest parliamentary involvement, they are being pushed aside by a premiere intent on a home-grown solution. Mikati has linked this obduracy to his prerogatives as prime minister considering the parliamentary solutions violate these privileges.         

Despite all efforts to find a way out, the log jam has not budged. Meanwhile, all files are suspended, mainly the appointments issue which played a critical role in the suspension of cabinet sessions.       

Two major developments in Syria: first, the ICRC announced that it is conducting negotiations with both the regime and members of the opposition to reach a ceasefire, allowing the delivery of aid to the civilians most heavily impacted by violence. Second, the participation of the Syrian National Council and other opposition groups in the Friends of Syria conference in Tunisia next Friday has been confirmed.
