In the memorandum presented to President Michel Sleiman on Tuesday, March 14 forces declared that the current government cannot bear all its responsibilities which include national reunion, restoring the state’s dignity, as well as taking firm national positions and sovereign appropriate verdicts regarding threats to Lebanon’s independence, sovereignty, and territorial integrity.                

March 14 forces demanded from the president a few measures including the transfer of the “criminal scheme" in reference to former minister Michel Samaha and Syrian Major General Ali Mamlouk, to the Judicial Council, "because they committed crimes that affect Lebanon’s security, deeming the security agreement signed between the 2 countries cippled, as well as immobilizing the work of the Syrian Lebanese Higher Council'.                

The forces also asked the president to raise the issue of the Syrian incidents on the Lebanese borders to cabinet, and lodging a complaint to the Arab League that includes Lebanon’s positions regarding the violations, attacks and plots aiming at destabilizing the Lebanese National Security, in addition to reporting attacks on the Lebanese security front.              

March 14 forces asked the Lebanese president to consider the Syrian ambassador as a persona non-Grata since his work entails security more than it does diplomatic duties including the "supervision of kidnappings and attacks" citing the abduction of Shibli Alaiseme and brother Jassem as an example.                          

The memorandum went on to call for a governmental session aimed at taking explicit and immediate decisions to disarm the Jabal Mohsen and Bab al-Tabbaneh as well as managing a developmental plan for these two regions and the provinces of the North and Akkar.
