Interior Minister Nouhad Mashnouq stated on Tuesday that Lebanon is incapable of shouldering the Syrian refugee crisis.

“The Lebanese government lacks sufficient means to shoulder the burden of Syrian refugees,” Mashnouq said in a meeting with municipal departments.

He added that the government is working, in coordination with the United Nations and the European Union, on specific standards which determine Lebanon’s ability to deal with the huge number of refugees.

“The number of Syrian refugees accounts for 27% of the Lebanese population whereas in Jordan they constitute 10 percent and in Turkey 4 percent,” Mashnouq said.

Earlier this month, the U.N. refugee agency said the number of registered Syrian refugees in Lebanon had exceeded 1 million, calling it a "devastating milestone" for the tiny Arab country with depleted resources and an explosive sectarian mix of its own.

Three years after Syria's conflict started, Lebanon has become the country with the highest per-capita concentration of refugees worldwide, struggling to cope with a massive crisis that has become an unprecedented challenge for aid agencies.

Also, Syria's sectarian war has frequently spilled over into Lebanon, with deadly clashes between factions supporting opposing sides in the fighting next door.

The UNHCR said the 1 million Syrians are a huge burden for Lebanon, which has 4.5 million people.
