Along a parallel track to the direct negotiations between Lebanon and Israel under U.S. sponsorship, France is seeking to enter the process by playing a role in potential security arrangements in southern Lebanon and the international presence that could result from any agreement between Beirut and Tel Aviv.

According to information, French officials, including President Emmanuel Macron and visiting delegations, have asked the Lebanese government to issue a statement calling for an international military presence in southern Lebanon and to define the mandate required for such forces, which would succeed UNIFIL at the end of this year.

French sources said such a statement is necessary for Paris to be able to act internationally with a Lebanese-backed position that would allow it to engage in discussions, particularly with the United States, on post-UNIFIL options. They noted that the UNIFIL mandate period is gradually winding down, even though the most recent renewal allows for an extension until the end of 2027. 

France describes itself as the “penholder” on the file, meaning it is responsible for drafting any proposed U.N. Security Council resolution in this regard.

The available options for Lebanon reportedly range from strengthening the number and role of UNTSO ceasefire observers, to establishing a new U.N. force requiring a Security Council resolution and composed primarily of European troops from France, Italy, Spain, and Germany, or a multinational force.

French planning also takes into account Israel’s position, which is expected to become clearer once the Israeli negotiator presents at the Washington talks its concept for security arrangements along the border with Lebanon, including the scope and nature of Lebanese and international participation.
