Holding the parliamentary elections using the biometric card is the plan A set up by the Interior Ministry to implement the new electoral law.

 

However, all the parties agreed over the difficulty of making biometric cards for 3.8 million voters before the date of the elections.

 

Accordingly, Interior Minister Nouhad al-Mashnouq proposed a compromise as a plan B, allowing the voters to cast their ballot at their place of residence, not their place of origin, through a previous registration and the use of a biometric card, given that these voters do not exceed 500 thousand. Therefore, it will be possible to manufacture 500 thousand biometric cards and establishing larger ballot centers in Beirut.

 

Speaker Berri signed the draft law and referred it to the sub-committees, which, in Lebanon, are known to be a cemetery of draft laws.
