REPORT: Minister Bou Saab says Speaker Berri asserted that no legislation at parliament without pay scale
Minister of Education Elias Bou Saab said on Thursday that current political disputes as well as the presidential vacuum are hindering a resolution in terms of the highly controversial pay scale dossier.

Bou Saab’s comments were made following a meeting with a delegation of the Union Coordination Committee whereby he reiterated that the future of Lebanon’s students would slide into the unknown if Lebanese leaders do not agree on approving the new pay scale as soon as possible.

He also noted that Speaker Nabih Berri assured that there would be no legislation at parliament without the approval of the pay scale file.

Bou Saab also stressed that no certificates will be granted to students and official exams will not be corrected without the UCC's approval, adding that a solution should be found by the beginning of next week at most.

The Union Coordinating Committee has been on a continuous sit-in calling on the authorities to pass the pay scale, which stipulates a wage hike.

The decision to revive movements came as a result of the failure of the Joint Parliamentary Committees to resolve the dispute on the Value Added Tax in a proposal aimed at securing the funds for the salary scale that was approved by former Prime Minister Najib Mikati's cabinet.

Former PM Mikati's cabinet endorsed the new salary scale for public employees in 2012, ending a long dispute that had triggered several sit-ins and strikes held by the UCC.

Former President Michel Sleiman signed the decree mid-June 2013 and it was referred to the Joint Parliamentary Committees for further examination, however the law was never passed to parliament.
