REPORT: Jezzine's parliamentary seat still vacant

On Wednesday, The Lebanese parliament extended its mandate until 2017 to prevent parliamentary vacuum.

But would this extension be the reason of the continuous vacancy in Jezzine's parliamentary seat following the death of MP Michel el-Helou?
