REPORT: How can the presidential quorum be determined?

“The President of the Republic shall be elected by secret ballot and by a two-thirds majority of the Chamber of Deputies, in the first round.”

 

This expression is mentioned in the article 49 of the Lebanese Constitution and has existed since before the war and the Taef Accord, but it has never constituted an obstacle for the election of a president, knowing that all the deputies used to attend the session.

 

However, since 1976 the year of the election of Elias Sarkis as President of the Republic, this expression has become a matter of a determining quorum.
