REPORT: Does the constitution allow the PM to refrain from signing a law agreed upon by Parliament?

In light of warnings voiced by Caretaker Prime Minister Najib Mikati pertaining to the adoption of legislation in his absence and the possibility of refraining from signing the Orthodox Gathering’s electoral draft if it were agreed upon by parliament, constitutional expert Hassan al-Rafei told LBCI that the constitution stipulates that the PM sign the draft law, but grants him the option to appeal it after its ratification.

This report will shed light on the implemented constitutional procedures as well as the role played by Lebanese President Michel Sleiman in this regard.
