Sleiman supports electoral law that ensures fair representation

President Michel Sleiman said on Monday that real democracy requires an electoral law that ensures fair representation and activates the role of institutions, adding that “it is high time to adopt such a law in order to break the vicious circle we are caught up in.”     

In his speech during the General Assembly of the Union of Arab Constitutional Courts and Councils, Sleiman stressed that “constitutional justice is indispensable and constitutes the pillar of modern state.”      

“Changes sweeping the Arab world underline the importance of carrying out political reform that would put the political systems on the right democratic track”, the president said, adding that “constitutional reform, justice and the electoral law constitute the cornerstone of the political reform.”    

Sleiman warned that any flaw in legislation will undermine the state, confirming that “the role of Constitutional Court and that of the president are complimentary.”     

The president stressed that “the legal issues require that the Constitutional Council be entrusted with the interpretation of the constitution, which requires the amendment of the constitution as well as the mechanism for establishing the Constitutional Council and electing its members.”      

In his concluding remarks, Sleiman called for “an effective supervision over the proper functioning of democracy which is manifested in a proper electoral process.”
