The electricity plan: between a standoff and an agreement

The cabinet will convene Wednesday afternoon in Baabda Palace to examine its 33-item agenda.

The cabinet is expected to make a final decision concerning the electricity plan put forth by Energy Minister Gebran Bassil, either by resorting to a vote or by reaching a unanimous agreement.

According to As-Safir daily, well-informed official sources ruled out the possibility of resorting to a ministerial vote since the absence of a consensus amongst ministers over the electricity plan could prove disastrous.

“If the electricity plan does not gain consensus in the cabinet it will lead to gridlock in the Parliament”, the sources added.

As-Safir reported that the cabinet intensified backroom negotiations on Tuesday in a race against time to come up with a common vision for the electricity plan before Wednesday’s session.

“Calls were made between Speaker Nabih Berri, PM Najib Mikati, Hezbollah and Free Patriotic Movement (FPM) leaders”, the sources added, while MP Hassan Khalil carried out shuttle diplomacy between several parties on various fronts.

As-Safir reported that Mikati phoned Berri to inform him of his proposed solution for the electricity draft law that was previously presented by the prime minister during negotiations.

Berri refused to receive the proposal, saying he is not concerned with the details of the plan and urged all parties to reach an agreement on the electricity plan, declaring his readiness to go along with any acceptable plan.
