Sources at Banque du Liban told LBCI the bank does not oppose, in principle or in practice, increasing monthly withdrawals for depositors under Circulars 158 and 166 within a defined ceiling, in a bid to ease the economic shock caused by the ongoing conflict.

However, the move remains conditional on clear guarantees from the executive and legislative authorities. These would require an explicit provision in the financial stability and deposit recovery law stating that all amounts paid under Circulars 158 and 166 are automatically deducted from any future payments within the guaranteed minimum for depositors.

The sources said that without such a clause, expanding withdrawals would amount to injecting additional funds without proper accounting, which they described as unacceptable.

According to the sources, the issue does not lie with the central bank but rests with the government and parliament to enshrine this principle clearly in legislation.
