The statement of the International Monetary Fund Director-General Kristalina Georgieva that the Fund will only support a comprehensive program for Lebanon that addresses all of the country's problems, including corruption, sparked speculation that the Fund's administrators had doubts that Lebanon does not seek such a program and that its plan is not coherent.
