Israeli-Palestinian Cooperation in Gaza Aid Distribution

A report by Amale Chehade, English adaptation by Nadine Sassine

As residents of the Gaza Strip await aid delivery, it has been revealed that a meeting took place between Israeli National Security Council Chief Tzachi Hanegbi and Palestinian Intelligence Chief Majed Faraj in an Israeli attempt to delegate a Palestinian side the responsibility of aid distribution instead of Hamas.

The meeting comes at a time when Prime Minister Benjamin Netanyahu insists on refusing any figure from the Palestinian Authority to handle this matter, while Israel's Defense Minister Yoav Gallant, supported by members of the cabinet and security agencies, advocates for appointing a Palestinian figure from Fatah to undertake the task.

It has been leaked that during his meeting with Netanyahu, Gallant proposed the names of Palestinian Intelligence Chief Majed Faraj or Fatah leader Mohammed Dahlan, currently in the UAE, to take on this responsibility.

Israeli security agencies, on their part, proposed handing over Majed Faraj not only the task of aid distribution to Gaza residents but also the management of civilian life in the area.

The opposition leader in Israel, Yair Lapid, supported this move, stating, "It is natural for someone like Majed Faraj to bear such responsibility."

Meanwhile, it is reported that the Palestinian Intelligence Director is in contact with Gaza clans, aiming to form a force capable of securing aid trucks and distributing them. This comes as various sources in Tel Aviv confirm the existence of several channels of dialogue and even coordination between Israel and the Palestinians despite both sides' reluctance to address the issue.

Israeli security agencies, in coordination with Washington, have prepared a plan to manage Gaza's affairs, which was presented to the security cabinet and was only opposed by Benjamin Netanyahu.

The plan involves authorizing Majed Faraj to recruit between four and seven thousand Fatah members to manage security aspects in the Gaza Strip in the first stage.

Israel will allow these individuals to receive training supervised by US General Michael Fenzel, the security coordinator between the United States, Israel, and the Palestinian Authority, likely to take place in Jordan.

In the third and final stage, Israel will permit the return of Fatah armed members to the Gaza Strip.

According to Israel, Majed Faraj has approved the plan, and Gallant has expressed full support for it. However, Netanyahu reiterated his refusal to allow Palestinian Authority personnel to operate the following day of the war in Gaza.
